Lithuania missing from Shipping Destination list

I have recently had someone from Lithuania use my website and complained that Lithuania doesn't appear in the shipping destinations list.
When I test my site I see that this is the case.

However, if I go into Advanced - Locations its listed there and its also listed in View - Business Settings - Shipping and Handling - right click Overseas (Europe) and choose Properties where it appears in list on the right.

Have I found a bug? I know that most of you probably don't get orders from Lithuania, so if you check is this the case on other users sites?

If not, what am I doing wrong?

It looks like it has not been added into the 'Europe' shipping zone yet.

You need to use the '<' button to move Lithuania from the list on the right into the list on the left.
