Jump To A Text Section

I have a hardcoded link for Postage Rates which currently takes the user to the T&C page. I would like to take the user directly to the section dealing with postage rates. Can I create a bookmark within the T&C page to jump toa specific part of the page, and if so, how do I reference it?

I'm afraid within the terms and conditions you cannot put any html code here, even if you use html expression "!!<" and ">!!"
However you could put html code in the marketing message, so you could use this instead of the t&c?
