shtml?

I want my extended info popup to have <--includes-->, so it has to have the extension .shtml. I changed this in the design options but the program changes it back to .html when it builds the site. How can I change this?

You can just edit the 'Page Name' field in the 'Extended Info' tab of the product to add in the correct *.shtml extension.
