Is it possible in the Act_Primary template to include the following Netquotevar (so far I've only seen it on Act_LoginPage.html)

NETQUOTEVAR:REGISTERED

I want to insert a line of text above all the site content that will only be visible whilst the customer is NOT logged in

If I can't use that Netquotevar, can I use any others that would have the same effect?

Is there a resource anywhere that lists the NETQUOTEVAR's that can be used on each template.
This would be useful to see what I can and can't use in each template!

Just go to the main help in the software and look at the index. That gives you all the templates in alphabetical order and tells you what variables are in what templates. A dictionary of variables can be foound in the advanced user guide.
