I currently have actinic V4 that has been registered and subsequently upgraded to version 7

Is it possible to use the version 4 again on another company as they do not want to upgrade any further or have the registration details got to be for one person?

If you have upgraded a v4 to v7, then the upgrade license agreement is that the v4 is retired in favour of your usage of the v7, so under that upgrade you can not run 1 site under v4 and another site under the upgrade v7.
