error reading OrderLock.num

After recently taking over the web maintenance at work. The computer which kept all the files on blew up. We purchased a new computer and installed all the files and everything seemed ok. Now we keep getting the error message "error reading from OrderLock.num" I have read previous solutions, visited the Actinic support page and been in contact with our server. I understand that i need to access FTP or Shell access. Could anyone please tell me how this can be acheived? My server seems none to interested in helping me. I am very new web programming.:confused:
