Paypal using US server?

Am I correct in thinking that UK sites using UK actinic use the US Paypal servers?

I'm just configuring paypal as a (secondary) payment method and when I test it it goes to www.paypal.com which is based on a US server(s).

Is there anyway to force it to a UK based paypal server?

I think all the Paypal sites are US based. If you login to paypal.co.uk you end up at paypal.com/uk anyway.
