Unable to send emails? Setting seem OK?

I have checked my e ail setting and have sent a tst email to myself, though when I send an e mail using Actinic I get the following:

Failed to communicate with the SMTP server.

Possible Cause:
1. Network transmission problems.
2. Could have Changed the SMTP Server settings, but not Uploaded after that.

Recommendation:
1. Retry
2. Upload the Site First, if you have changed the SMTP Server Settings.

Resolution:
If retry fails, check your SMTP settings
or contact your ISP.

The error was:
customer@emailaddress.co.ukError returned from SMTP server (1: three.mx.123-reg.co.uk: Too many concurrent SMTP connections; please try again later

That error is simply that your ISP's mail server is currently overloaded and has rejected the mail.

Look to their Service Status or helpdesk as to why this happens and how often it is likely to occur.
