is there a test mode for paypal with digital download...

obviously i dont want to keep charging my card....

I'm not sure whether PayPal does have a test mode - but if you want to test Digital Download, simply create a new payment method on your store of something like 'Credit Card Details Sent Separately'. That way you can place orders without debiting your card.
