Duplicating Toplevelsectionstop navigation

A very beginners question!

I am trying to duplicate the top level navigation from Act_primary into Act_BrochurePrimary inorder to make the layout seem seemless however the navigation will not appear? Is there a solution to bring the catalogue menu into the Brochure Section?

Any help would be appreciated!
