Help with filling out the address

Hi there can some one help me please.

I have been getting quite a lot of orders with no town stated in the address

IE the house number and the street address but no village or Town / city

How can i change this so that they have to fill out there full address.

Address Line 2:
Address Line 3:
Postal Code:* WV11 1UN
Country: United Kingdom

Phone Number:*
Email Address:*

It's in the Design - Text menu, checkboxes specify mandatory or not.
