Template system

We currently have an online system which is an online catalogue and a template system.

With the template system the customer can login and edit the text on say a leaflet and that will then send us a print ready pdf.

The problem is that the catalogue side is simple and can not cater for what we need so Actinic would be ideal except there is no template system that we know of.
So does anyone know if some kind of PDF impositioning software or other templating system could be added somehow into Actinic.
