Short Term Global Discount -How Please?

We have recently taken over a site that hasn't traded for a month or two and we want to kick start trade with a Short Term Global Discount, but I am abit confused as to how to go about it, and whether I have to place all products into a group or not?, which might be laborius to say the least.

I am still new to shopping carts as a whole, but am learning.
I used another cart (an open source one) and it was very simple, however in Actinic I am floundering, but need to stick with Actinic...

If I can trust one page in the help, ignoring all others please quote it to me.
My Actinic Version is: 7.0.7.0.0.0.HCFA

THE BASIC REQUIREMENT IS:
I want to give a 15% discount off the order value, for ALL products, for a given period of time.

Is there an easy way to do this?

Have a look into setting up a 'coupon code', you can set a discount for anyone that uses it and you could easily advertise what it is on your site to get some business coming in.

but this requires a customer to enter a coupon code, which then brings the numpties who will forget to enter the code and then be emailing that they didn't get their discount... Isn't there a way (thought i already asked this) to just apply a global discount at cart or checkout, until a given date?

In the Discounts and Surcharges setting click onto the "order level" tab .. here you can set the trigger (£0.01 = 15) for Cart Value Excluding Tax with Type = Percentage. Deselect the "Requires Coupon Code" and set the restriction dates accordingly

Im not very good at reading English that i don't see, Je suis tres desole.

I was thinking along the lines of advertising the fact in the header for example, where it could be seen on every page, including the page where the numpties as you call them will still be able to see it.

If it's applied at cart level, they won't know on hitting your site if you haven't told them, i was thinking along the lines of a promotional message illustrating the fact, drawing attention to it.

Can you answer this bearing in mind your earlier suggestion of

Have you taken a look at the above suggestion in Actinic? You will see there is no option for a group to be specified and therefore not needed.. it is based on "order level" and applies across the whole site and not product specific which utilises the "cart contents tab"

The previous administrator of the site has set various things in the other tabs - Cart Contents / Customer Pricing / Miscellaneous
