error on counter file

i am trying to have the collect credit card details for later proceccing but its giveing me this error...

"An error occurred while attempting to generate a unique order number. Actinic ecommerce is unable to lock the counter file. Permission denied"

If it has been working, and now it not, then it seems to be a permission issue with your /acatalog/ folder regarding the order lock num issue.
