VAT number recognition

We're very new to Actinic and I have a query which may have been answered elsewhere (although I've really tried hard to find it)
If a customer enters a spurious VAT number to claim exemption (for example whilst testing I just typed in Luxembourg and 12345) is there any way that the number can be validated to avoid fraud?

I haven't managed to find an automated solution yet but you can use this website (http://europa.eu.int/comm/taxation_customs/databases/vies_en.htm) to at least validate the number before you process the order.
