"Select Shipping Destination" how do i alter?

I've checked in Design/Text and I cannot find anywhere to alter the text for "Select Shipping Destination".

Can anyone help?

That is in 'Design | Text', click on 'Go to' and it's Phase: -1 , ID: 171.
