Network Error While Merging

When I try to refresh my website, I receive the following message at the end of the upload process. I can FTP the site with no problems and new files are going out fine so I know the connection is there - can anyone help?

"Actinic Ecommerce received a network error while merging files on the server. Try again later and contact your network administrator if the problem persists. A connection with the server could not be established"

A connection with the server could not be established" Check the cgi-bin url as it is using http at this stage, which means that this url is being used, try typing the url into an internet browser, should get something like a 403 error.
If you get a 404 error, it's not there.
