V7 - Discount based on quantity

My client wants to give purchasers a 10% discount when they buy two pairs of shoes.

Looking at :

View - Discounts & Surcharge Settings

It seems in V7 I can only base discount on cart values.

Does anyone know away around this?

It sounds like you are using Actinic Catalog rather than Actinic Business. You can only create special offers on specific products in Actinic Business.
