If anyone is considering changing from a Express site to an Actinic Catalog or Business site you may benefit from reading the following thread:

It has taken 3 months to find someone who could tell us how to set up redirects from our old Express site to our new Business site (everyone else at Actinic told us it couldn't be done). The redirects are now working perfectly thanks to this thread. We spent 2 years building up Google rankings on our Express site and not being able to set up re-directs to the new site was a disaster.
In the end it took a cheap hosting package (£20 per yr) for the old URL and about an hour of our time.
