UPS Shipping cost calculation not based on delivery address

Hi, I'm new to the forum, we're in process of setting up our actinic site...http://greenglass.org/index.php, and I have just noticed that UPS tools calculates the shipping cost based on the invoice information when a different shipping address is given...have I missed a setting somewhere or is this a problem, any help would be appreciated.

False alarm, I have mis-calculated, Actinic and UPS Tools is calculating the shipping cost correctly:D
