Usa Based Customer Delivery To Uk Tax

We have set up various zones for customers which work fine when sending out where the customer is in the same country or wants them shipped to another country where tax is applied.

Our problem is that when a customer buys from a non-tax country (ie USA/Canada) and wants the item shipped to a tax country (ie Europe) they are not charged Tax. Has anyone had a similar experience and is there a workaround for this one?

check your tax settings.
There's a setting to apply tax by invoice address or delivery address.
It should be applied by delivery address.
