Terms and Conditions - changing the order and headings

Is there a way to change the order the various parts of the terms and conditions are displayed in, for example to have the privacy policay display last.

I've found how to change the text in the T&C headings via the Design/Text/Website/Misc. If I change these, will I be affecting other parts of the website aswell or just the terms and conditions page?
