Other Info required field?

For my products I have “Other info” set up so customers can enter a message to go with there product. At the moment this is a required field but I don’t need it to be, is there a way to make it so it’s not required?
If this can not be done is there a way of changing the error text that is displayed to the customer? At the moment it reads

“The following product(s) can not be added to the cart.
You can find the error description(s) by following the link(s).”
