Javascript mouseover effects

Hi Is it possible to add javascript to the overall site design so that all images have a mouseover effect?

I have attached the script I need to work that I have used on another site

Is you define the buttons manually you could probably do it, instead of using the actinic generated buttons, within act_primary. However I am guessing. Have you tried it within act_primary to see what you get if anything..
Just trying to be helpful but don't really know
