Simple shipping

Sometimes Simple shows as the shipping method, but mostly UPS Ground.

Two questions -
Why?
How can UPS be selected always, as the only shipping vendor?

Please check that in the 'Shipping and Handling | Shipping' tab that 'If shipping band not defined' is set to 'Do not allow shipping' as it could be that people are ordering from countries not covered by UPS.
