Different shipping rates within UK

I need to create a different shipping rate for the Highlands & Islands of Scotland, Northern Ireland and the Isle of Man. How can I do this?

1) Go to 'Advanced | Locations'

2) Click on the 'United Kingdom' country in the list

3) In the 'States/Provinces' grid click the little plus ('+') and add a new 'province' called 'Highlands and Islands'. You have to also give an abbreviation - use 'HI' (or whatever you want)

4) Repeat this for any other provinces you want to create.

5) Click 'OK' and go to 'Business Settings | Shipping and Handling' and switch to charging by quantity/value/weight (i.e. anything but not 'Simple')

6) Do a right click in the white box and select 'New Zone'. Give it a name of something like 'Highlands and Islands' and add your 'Highlands and Islands' province into the zone with the '<' button (you may have to click the '+' on the 'United Kingdom' country in aorder to see your provinces)

7) Repeat 6) for all your provinces.
